I read somewhere that your personality is basically cemented at age 24, and after that it's impossible to change because your brain won't develop anymore after that age.

I've definitely known people who changed after high school going into university. After mid 20s? Probably not so much. A loser scumbag in their mid 20s will always be a loser scumbag.
