If that includes giving aid to the somewhat disadvantaged non-parasites (meaning they actually attempt self-sufficiency) and very disadvantaged non-violents (meaning the qualifying bar gets lowered due to greater disadvantage) then yeah probably. Even if they can't, this way would still probably yield the highest net utility.
