What is my PSL rating? Looksmaxing areas of focus? Haven't lifted regularly in about a year.
Yes, my neck is long and body and face are asymmetrical.

Since you ask for a "rating" so in my subjective opinion, based off my objective observations:
1. Striking Attractive People
2. Attractive Everyday People
3. Semi-Attractive Everyday People (certain mild to moderate shortcomings)
4. Plain/Unremarkable Appearing Everyday People or Mixed Features People
5. Moderately-Unattractive Everyday People (The Average of the Adult Population) <---
6. Unattractive Everyday People
7. The Strikingly Ugly

My objective observations are:
-Periorbital rim hypoplasia
-Moderate retroface (Maxillomandibular retrusion)
-Receeding Hairline (~Norwood 3)

You have good correctve options if interested.

Framecel try to train your delts/shoulders with dumbbells and your back with wide pull ups.
And holy fucking shit you need to train your pencilneck.
Last but not least you need to deepen your eyebrows for less eyelid show and aggressive look with surgery or squinting idk do some shit about it.

I recommend...
- Aesthetic bimax/MMA (Maxillomandibular Advancment) with counterclockwise rotation
- Custom Masculine Malr-Infraorbital Implants with vertical and anterior augmentation
- Custom Superior Orbital Rim Implant with both Vertical 'drop down' & Anterior (~70/30) projection
- Hair Protection Regimen (Minoxidil + Finasteride)
- Hair Transplant

Would you be able to provide ballpark amounts for how much each of those would cost (besides the regimen)?
